WestLAND Group Inc., Welcomes two new principals to the firm

We are pleased to also announce the appointment of Matthew H. Okubo, P.L.S., as Executive Vice-President of Operations.  Previously the Vice President/Regional Survey Manager at David Evans and Associates in Ontario, CA, Matt will assist in overseeing the firm’s operations and areas of strategic planning, technological advancements and business development.

Matt is a native of Lahaina, Maui and attended the University of Hawaii of Manoa in the field of civil engineering before finally putting down roots in California in 1997.  In 2001, he took a position as a Survey Chainman with Hall & Foreman, Inc. (HFI) in their satellite office in Fontana.  Over the next several years, Matt excelled in both field and office capacities and ultimately attained the status of Principal Partner with HFI in 2010.  In 2014, HFI merged with David Evans & Associates, Inc. (DEA), a large, well respected multidisciplinary A&E firm where he served as the Vice President & California Regional Manager of the Surveying and Geomatics Business Unit residing in their Ontario, CA office.  Over the next 3 years at DEA, Matt increased his Survey team’s revenues by over 350%, Utilization rates by 17% and gross profits by over 350%.

A few of Matt’s notable projects include the Inglewood Stadium at Hollywood Park, Los Angeles World Airport-Automated People Mover, City of Dana Point-Lantern District/Town Center project, West Creek Master Planned Community (Phase I-IV) and Victor Valley Wastewater Reclamation Authority Upper Narrows Pipeline Replacement project.


We are also pleased to announce the appointment of Glenn M. Chung, P.E., QSD as Executive Vice-President of Development and Planning.  Glenn is a native of Southern California and was born and raised in Hacienda Heights where he began his career working at his Father’s company as a surveying chainman and Engineering Designer.   He continued to work for his Father while attending California State University, Long Beach where he received his BS in Civil Engineering.  In 1997, Glenn eventually took a position at Hall and Foreman, Inc. (HFI) as a staff engineer specializing in Land Development.  Much of his early career was invested in working on many commercial retail, Industrial and education projects.   Over the next several years, he excelled through many positions and in 2006 became one of the Principal Partners of HFI.  In 2014, Hall & Foreman merged with David Evans & Associates, a large, well respected multidisciplinary A&E firm where he was a Vice President & California Regional Manager of the Commercial/Industrial Business Unit where he was responsible for the strategic planning and financial growth of California.

Some of Glenn’s notable projects are the Watson Industrial Park (263-acre, 11-Building, 5.1-million square feet Master Planned Business Community), CarMax (several locations), Bass Pro Shop (Rancho Cucamonga), Mathis Brothers (Ontario), Wal-Marts & Sam’s Clubs (several locations) and several million square feet of commercial retail & industrial buildings throughout Southern California.

Glenn and Matt join the ranks with the other Owners and will have the responsibility of managing the company’s many operations ensuring that the company’s resources and assets are aligned strategically for growth and financial expectations.
